Background
The Mendocino County Department of Transportation (MCDOT) is issuing this Request for Proposal (RFP) to secure the services of a Professional Engineering Design firm for a Sustainable Transportation Planning Grant (STPG) project.
The goal is to conduct a vulnerability analysis of the storm drainage system on county-owned rural roadways in five areas: northern Ukiah, Talmage, Old Hopland, Irish Beach, and west Redwood Valley. This analysis aims to inventory the storm drainage system and evaluate its capacity to handle anticipated climate change impacts.
Work Details
The selected consultant will perform a comprehensive vulnerability analysis of the storm drainage systems, including rural culverts. The analysis will involve:
1. Inventorying the storm drainage system with data on location, diameter, pipe material, length, condition, and inlet/outlet elevations.
2. Evaluating the existing system’s ability to convey anticipated flows based on state climate prediction models.
3. Developing a Geographic Information System (GIS) that documents existing drainage infrastructure features associated with county-maintained roads.
4. Conducting public outreach to gather community input throughout the project phases.
The project will also include tasks such as project management and coordination, literature review, environmental studies and documentation, data analysis, and prioritization of improvements based on identified vulnerabilities.
Period of Performance
The contract is expected to commence on July 21, 2026, with all tasks required to be finalized by June 30, 2028.

The work will be performed in Mendocino County, California, specifically in the areas of northern Ukiah, Talmage, Old Hopland, Irish Beach, and west Redwood Valley.
Bidder Requirements
