State Payroll System (CSPS) It Services

Background
The California State Controller's Office (SCO) is conducting a Request for Offer (RFO) #ESPS90524 to procure Information Technology Services for the California State Payroll System (CSPS) Project. This project aims to modernize and transform the state's payroll system, which currently relies on outdated and inflexible information systems that hinder operational efficiency and data accuracy.

The CSPS Project is a significant initiative impacting approximately 300,000 employees statewide, with an estimated total cost exceeding $100 million and a projected duration of 3 to 10 years. The SCO seeks qualified contractors to provide a team of consultants to support this transformation effort.

Work Details
The contractor will provide a team of four key staff members: two Integration Engineers and two Data and Reporting Analysts. These roles are critical for the successful implementation of the CSPS Project, which includes replacing core legacy systems and improving business processes across various state agencies.

The services requested include but are not limited to:
- Integration of new systems with existing infrastructure.
- Data analysis and reporting to support decision-making.
- Participation in project management activities as outlined in EXHIBIT A: STATEMENT OF WORK, SECTION 9. PROJECT TASKS.

Period of Performance
The contract is anticipated to commence on February 17, 2025, following the completion of negotiations and approval processes. The execution phase of the project is expected to extend through the year 2030, depending on the implementation approach taken by the selected contractor.

Place of Performance
The services will primarily be performed within California, specifically at locations designated by the California State Controller's Office.
