Description

Background
The City of Long Beach is seeking a professional consulting firm to provide state legislative representation services for its operations as a full-service Charter City. The goal is to support the City’s legislative, regulatory, and budget advocacy activities at the state level, develop and implement a legislative strategy, and track relevant legislation.

Work Details
The awarded consultant will be responsible for:
- Supporting the City’s legislative advocacy efforts at the state level.
- Developing and implementing the City’s legislative strategy and advocacy plan.
- Tracking legislation that may impact the City and providing progress reports.
- Analyzing state legislative proposals introduced during each session.
- Identifying and monitoring legislation affecting the City, including areas such as homeless services, health programming, oil operations transition, alternative energy production, and sea-level rise.
- Distributing legislative position letters to relevant stakeholders.
- Testifying on behalf of the City at legislative hearings.
- Facilitating meetings between City officials and state legislators.
- Providing research and analysis on existing and proposed laws affecting the City’s interests.

Period of Performance
The contract will be for a period of two years with an option to renew for three additional one-year periods, totaling a maximum of five years.

Place of Performance
The services will primarily be performed in Sacramento, California, where the State Legislature is located.

Bidder Requirements
Proposers must be registered lobbyists in California, authorized to conduct business in California and Long Beach. They should have at least five years of experience representing similar-sized cities, hold necessary professional licenses, and must not represent clients with conflicting interests.
