Background
The San Diego County Regional Airport Authority (Authority) is seeking proposals from firms or individuals to provide advisory and advocacy services related to legislative policy issues that may impact the Authority and the San Diego International Airport (Airport).
The Authority aims to monitor and advocate on legislative and regulatory proposals under consideration by State elected officials and agencies. The Airport serves over 25 million passengers annually, connecting San Diego to over 85 destinations worldwide, generating nearly $12 billion in regional economic activity.

Work Details
The contractor will provide advisory and advocacy services concerning legislative policy issues, including monitoring, analyzing, and advocating on legislative and regulatory proposals that could affect the Authority and the Airport.
Specific tasks include:
1) Engaging with State elected officials;
2) Analyzing proposed legislation;
3) Developing advocacy strategies;
4) Preparing reports on legislative impacts;
5) Attending relevant meetings;
6) Communicating with stakeholders about legislative developments.
Period of Performance
The anticipated agreement term is three (3) years, with an option for two (2) one-year extensions at the discretion of the President/CEO.
Place of Performance
Services will be performed primarily in California, particularly related to State government interactions.
Bidder Requirements
Respondents must demonstrate successful performance of similar work in size and scope within the past three (3) years. They must also comply with insurance requirements as specified in Exhibit C of the draft contractor agreement.
Additionally, businesses seeking preference must complete Attachment C regarding eligibility as a small business or veteran-owned business.
