Background
The San Bernardino County Probation Department is responsible for housing youth detained pending action by the Juvenile Court and supervising adult and juvenile probationers.
The department operates multiple facilities housing an average of 300 minors daily and employs approximately 1,400 staff.
To enhance efficiency in managing staff scheduling across various locations and assignment units, the department seeks proposals for a state-of-the-art Staff Scheduling Software System and Maintenance.

Work Details
The selected software must provide comprehensive scheduling capabilities for over 1,400 employees, including both sworn and non-sworn personnel such as medical staff.
Key requirements include:
1. Unlimited shift patterns and types for multiple locations.
2. Templates that carry forward each pay period.
3. Management of minimum staffing requirements.
4. Decision-making support for cost-effective scheduling.
5. Customizable schedules adhering to predefined business rules.
6. Compliance with fatigue management policies.
7. Tracking of employee availability due to leave.
8. Shift trade requests and approvals within the system.
9. Notifications for open shifts and bidding results.
10. Real-time updates to schedules based on changes or bids.
11. Secure role-based access with user management features.
12. Data integration capabilities, including employee data maintenance and leave accrual calculations.
13. Reporting functionalities for overtime, attendance, and historical data tracking.

Period of Performance
The contract will be effective from July 1, 2025, to June 30, 2030, spanning a maximum duration of five years.

Services will be performed at various locations within San Bernardino County, including but not limited to:

2. Probation - Juvenile - 150 W 5th Street, San Bernardino, CA 92415
3. Probation - Adult - 104 W 4th Street, San Bernardino, CA 92415
4. Central Valley Juvenile Detention and Assessment Center (CVJDAC) - 900-3 East Gilbert Street, San Bernardino, CA 92415
5. Additional sites throughout the county as needed.
