Background
The Department of Developmental Services (DDS) is soliciting bids for residential cleaning services for clients residing at the Central Valley Stabilization, Training, Assistance, and Reintegration (CV STAR) community crisis homes. These homes serve individuals with intellectual and developmental disabilities (IDD) and mental health conditions. The contract aims to ensure a clean and safe living environment for residents in two specific locations in California.

Work Details
The Contractor will provide weekly residential cleaning services at two CV STAR homes located at:

1) CV STAR 1, 33340 Meadow Dr., Springville, CA (approximately 3342 sq ft.)

2) CV STAR 2, 32029 Success Valley Dr., Porterville, CA (approximately 1980 sq ft.).

Services include:
- Cleaning kitchen floors, countertops, cabinets, appliances
- Deep cleaning bathrooms
- Dusting and vacuuming all areas
- Mopping hard-surface floors
- Removing spider webs
- Providing additional cleaning services as needed
- Maintaining a weekly cleaning checklist signed by the Program Director or designee.

The Contractor must supply all labor, cleaning implements, and preapproved cleaning supplies. Additional responsibilities include reporting any incidents or vandalism immediately and ensuring that staff are properly licensed and trained.

Period of Performance
The anticipated agreement start date is November 1, 2025. The contract will continue for a specified duration as outlined in the final agreement.

Place of Performance
The services will be performed at two locations: CV STAR 1 in Springville, CA and CV STAR 2 in Porterville, CA.

Bidder Requirements
Bidders must be legally constituted to do business in California and maintain good standing with relevant state agencies. They must possess all necessary licenses and certifications required for the work. Bidders are required to attend a mandatory pre-bid walkthrough at both locations. Additionally, bidders should comply with Executive Order N-6-22 regarding economic sanctions against Russia. While the Disabled Veteran Business Enterprise (DVBE) participation requirements have been exempted for this solicitation, DDS encourages participation from certified DVBE businesses.
