Specification No. 24-05 - Contract No. C15666 - Seal and Pave Roads, Oroville-Thermalito Complex

Background
The Department of Water Resources (DWR) of the California Natural Resources Agency is issuing this contract for the sealing and paving of roads within the Oroville-Thermalito Complex. This project aims to enhance the infrastructure of state water facilities in Butte County, California, specifically targeting seven locations including access roads and parking areas associated with the Thermalito Afterbay Dam and other facilities. The estimated cost for this project ranges from $2,250,000 to $3,000,000.

Work Details
The work includes furnishing all labor, materials, equipment, tools, and services necessary for asphalt repair and striping according to specified lines, grades, and dimensions. Key components of the work include:

1. Temporary Traffic Control and Public Safety.
2. Selective Site Demolition.
3. Earthwork.
4. Aggregate Base and Crushed Rock installation.
5. Hot Mix Asphalt application.
6. Traffic Stripes and Pavement Markings installation.
7. Slurry Seal Coat application.
8. Guardrail installation.
9. Pavement Section Pulverization.
10. Concrete and Reinforcing Steel work.
11. Prefabricated Concrete Wheel Stop installation.

Period of Performance
The contract is expected to commence upon award and will be executed over a timeline that aligns with project requirements as specified in the bid documents.

Place of Performance
The work will be performed at various locations within the Oroville Field Division in Butte County, California.

Bidder Requirements
Bidders must hold a valid Contractor's License Classification 'A' as required by the Business and Professions Code for this type of work. Additionally, participation by Disabled Veteran Business Enterprises (DVBE) is encouraged with a goal set for Small Business Enterprise (SBE) participation at 25%. Bidders must also comply with economic sanctions related to Russian aggression in Ukraine as outlined in Executive Order N-6-22.
