Description

Background
The City of West Sacramento is soliciting proposals from qualified firms or individuals to provide Solid Waste Collection Services. The City, incorporated in 1987, covers approximately 22 square miles and has a population of over 54,000.

The city is experiencing significant growth, particularly in the Bridge District and Southport areas, which will add thousands of new residential units and commercial spaces. The City aims to award one Collection Agreement for residential, commercial, and municipal collection services. The current agreement with USA Waste of California, Inc. (WM) is set to terminate on June 30, 2027.

Work Details
The selected contractor will be responsible for providing Garbage, Recyclable Materials, and Organic Waste collection services. This includes delivering all municipal solid waste (MSW) and construction and demolition waste (C&D) to Yolo County Central Landfill (YCCL).

The contractor must also transport organic waste to YCCL as stipulated in the existing agreements. The anticipated term of the agreement will be ten years with an option for two additional five-year renewals. Specific services include:
- Collection of residential garbage in various cart sizes (32-gallon, 64-gallon, 96-gallon).
- Collection of commercial garbage in bins of various sizes.
- Collection of recyclable materials and organic waste as per city regulations.

Period of Performance
The service is expected to begin on July 1, 2027, following the completion of contract negotiations by May 15, 2026.

Place of Performance
Services will be performed within the geographic limits of the City of West Sacramento.

Bidder Requirements
Proposers must submit a proposal bond for $25,000 and provide proof of insurance as outlined in the Draft Collection Agreement. They must also hold all necessary business licenses and certifications required to complete the scope of work.
