The City of San Marino, incorporated in 1913, is a small city with a population of approximately 13,000. The city primarily consists of single-family residential properties and has two small commercial areas.
The City is seeking to engage a consultant for Solid Waste and Recycling Consulting Services to assist in the implementation and management of its exclusive solid waste and recycling franchise agreement with Valley Vista Services, which began on May 31, 2025, and expires on June 30, 2035. This agreement marks the City's first SB 1383-compliant waste hauler agreement, necessitating the planning and implementation of various SB 1383 programs.
Work Details
The selected consultant will provide on-call solid waste and recycling consulting services that include:
1. **CalRecycle Support:** Representing the City regarding CalRecycle inquiries related to solid waste and recycling activities, assisting in preparing required reports including the Electronic Annual Report (EAR), and supporting various SB 1383 requirements such as edible food recovery and enforcement.
2. **Technical Support for Franchise Agreement Administration:** Maintaining a checklist of contract requirements, coordinating with the waste hauler for public education materials, reviewing reports submitted by the waste hauler, conducting waste audits, and performing site visits.
3. **Technical Recycling Assistance:** Providing support to commercial, residential, and multi-family properties to develop or maintain recycling programs.
4. **Progress Meetings:** Attending monthly meetings with City staff to discuss ongoing tasks and preparing monthly progress reports.
5. **Other Duties as Assigned:** Assisting with updates to internal policies related to solid waste compliance with SB 1383.
Period of Performance
The contract term is three years, starting from the date of execution. The first year is expected to involve the highest volume of work due to the rollout of various SB 1383 programs.
