Background
The San Mateo County Sheriff's Office provides contracted policing services for unincorporated areas of San Mateo County, California, and several contracted cities.

The Sheriff's Office operates the County’s adult correctional facilities and maintains a website that serves as a resource hub for the community. This website is critical for supporting operations and ensuring accessibility and transparency. The current contract for website services is expiring, prompting the issuance of this Request for Proposals (RFP) to maintain, enhance, and improve the website built on Drupal.

Work Details
The selected vendor will provide:
- Technical assistance for routine content updates.
- Investigation and solutions for performance issues, including broken links.
- Security maintenance including updates to security patches and core modules.
- Hosting services for the 'smc-inmatelocator.org' website.
- Maintenance of existing features on Drupal, Wix, and WordPress platforms with an estimated 20 hours per month of developer support.
- 24/7 emergency support for critical problems.
- Compliance with Web Content Accessibility Guidelines (WCAG) and ADA standards.
- Regular updates to ensure platform security through monthly testing and updates of Drupal core and contributed modules.
- Development of new websites adhering to branding standards and accessibility requirements.
- Migration of existing websites with minimal downtime.
- Documentation of all custom code, configurations, and architecture decisions.

Period of Performance
The contract will have a base period of 36 months (three years), subject to satisfactory performance and availability of funding.

Place of Performance
Services will be performed in San Mateo County, California.

Bidder Requirements
Vendors must demonstrate experience developing and maintaining websites on AWS, Wix, and WordPress within the past five years. Relevant certifications are preferred (e.g., AWS Certified Developer/Solutions Architect). Vendors must also comply with applicable federal, state, and Sheriff’s Office-specific security policies.
