Description

The work required under this contract involves mobilization, demolition of existing improvements, and rough grading at the 0.18-acre Shalimar Park site. Construction will include installation of new playground equipment, a bulb-out, swings, a multi-use court, play area safety surfacing, and various site improvements. The project also requires installation of a new irrigation system, new planting, and completion of all other tasks as specified in the contract documents. All work must comply with the detailed plans, specifications, and requirements outlined for the project. This solicitation is issued by the City of Costa Mesa. The background of this contract is to improve Shalimar Park through comprehensive site enhancements, including both recreational and landscaping upgrades, as detailed in the project scope. Contract requirements stipulate that bidders must obtain the most current plans, specifications, and bid documents from the City's PlanetBids portal at https://www.planetbids.com/portal/portal.cfm?CompanyID=45476. It is the responsibility of each bidder to ensure all addenda are downloaded and incorporated; any bid missing applicable addenda will be rejected as incomplete. An original sealed copy of the bidder's bond must be submitted to the City Clerk at 77 Fair Drive, Costa Mesa, CA, prior to the bid opening date. All bid responses are due by the time specified in the Notice Inviting Bids; late submissions will not be accepted. Only electronic submissions via PlanetBids are permitted hard copy responses will not be accepted. The City is not responsible for late responses due to network, internet, or technical issues, nor for any errors resulting from bidders' printing of documents, including scaling, print quality, or incomplete submissions. Electronic PDF files of all relevant documents are available. Bid results will be made immediately available to the public via PlanetBids following the bid opening date. Bidders are solely responsible for ensuring their electronic bid is submitted on time.

All responses for this Bid are due at or before the time shown on each Notice Inviting Bids. Late responses will not be accepted. Hard copy responses of Submittals WILL NOT be accepted. The City is not responsible for and accepts no liability in the event a response is late due to any network, internet, or any other technical problem or interruption. Electronic PDF files of the plans, specifications and bid documents are available. The City is not responsible for any errors that may occur from the printing of any of these documents by bidders, including, but not limited to: scaling issues, print quality, failure to print and submission of all required documents. The Bid Results are immediately available to the public via PlanetBids following the Bid Opening Date (Bid Due Date). The bidder is solely responsible for “on time” submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an e-bid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder’s sole risk and no relief will be given for late and/or improperly submitted bids. All required forms and sections of the Bid must be submitted via PlanetBids. Bidder is solely responsible for “on time” submission of their electronic bid.
