SFR Rehabilitation

Background
The County of Humboldt, through its Housing Forward Program, is facilitating a loan to the homeowner, Ann Essaff, for the rehabilitation of a single-family residence located at 1237 Santa Clara St, Eureka, CA 95503. The goal of this contract is to restore the property to a safe and livable condition. The County has conducted an inspection and prepared a Scope of Work with an estimated cost of $300,000 plus contingency.

Work Details
The scope of work includes:

1. Removal of existing framing and roof rafters that are rotted and unsafe while leaving a wall and part of the roof intact.
2. Removal of old perimeter foundation or shoring up the existing foundation.
3. New floor framing, wall framing with plywood shear walls, and roof framing per plans with plywood sheeting.
4. Installation of new exterior windows and doors, siding, and trim.
5. Installation of new composition roof shingles.
6. Complete electrical rough-in and finish including a new main panel.
7. New plumbing throughout the house.
8. Installation of new drywall throughout the house.
9. Installation of a new energy-efficient forced air unit (FAU) for heating.
10. Kitchen renovations including cabinets and countertops.
11. Bathroom renovations including vanity, toilet, tub/shower combo, and finishes.
12. Interior painting in two colors and exterior painting in two colors.
13. Installation of interior doors, baseboards, trim, and new LVP flooring at $8 per square foot for material and labor.
14. Construction debris removal & dump fees, plans and engineering costs, permit fees.

Period of Performance
The contract work is expected to be completed by May 15, 2025.

The rehabilitation work will be performed at 1237 Santa Clara St., Eureka CA 95503.

Bidder Requirements
Contractors must be licensed in good standing with no debarment from receiving government funds; they must provide evidence of liability insurance and workers' compensation insurance before commencing work.
