ServiceNow Implementation Services

The Port of Portland is seeking to procure ServiceNow implementation services. This work will be completed through an interstate cooperative agreement with Carasoft Technology Corporation, utilizing the NASPO ValuePoint CLOUD Solutions (2016-2026) Cooperative (Master Agreement Number AR2472), as adopted by the State of Oregon through Participating Addendum No. 9412.

The Port of Portland is the requesting agency for this procurement.

This contract is part of the broader NASPO ValuePoint CLOUD Solutions (2016-2026) Cooperative, which is administered under Master Agreement Number AR2472. The State of Oregon has adopted this agreement through Participating Addendum No. 9412. The contract term is effective through September 15, 2026. The estimated cumulative value of the procurement(s) under this contract is up to $1,097,571.49.

Key contract requirements include:

• Provision of ServiceNow implementation services as specified under the NASPO ValuePoint CLOUD Solutions cooperative agreement.
• Compliance with all terms and conditions outlined in Master Agreement AR2472 and Participating Addendum No. 9412.

Vendors who would otherwise be prospective bidders are invited to submit comments regarding this intent to contract. Comments must be:

• Submitted in writing
• Addressed to the attention of the Manager of Contracts & Procurement, Port of Portland, PO Box 3529, Portland, OR 97208
• Received no later than 5:00 p.m. Pacific Time on April 21, 2026

The Manager of Contracts & Procurement will respond to any vendor who submits comments by the deadline and will make a written determination as to whether the cooperative procurement is in the best interest of the Port of Portland. Comments received after the deadline will not be considered.
