Background
The California State University, Northridge (CSUN) is issuing this Request for Proposal (RFP) to solicit proposals for a qualified security partner to provide a robust and proactive security presence for its student housing.
The university aims to maintain a safe and welcoming residential environment, fulfilling formal competitive bidding requirements by inviting at least three qualified firms to submit proposals for the 2025/2026 academic year.
CSUN serves over 42,000 students annually and is recognized for its commitment to accessibility, academic excellence, and community engagement.

Work Details
The selected security services provider will be responsible for:
- Access Control & Staffing: Staffing four authorized ingress/egress points within CSUN Student Housing, maintaining a visible presence at security booths during operational hours, electronically verifying the identity of residents and guests, and ensuring only authorized individuals access student housing facilities.
- Traffic Management: Setting out and removing traffic cones and signage daily, directing vehicular and pedestrian traffic, and reporting any traffic-related incidents or hazards.
- Operational Hours: Providing security services seven days a week from 6:30 PM to 3:00 AM with a 30-minute unpaid lunch break.
- Personnel Qualifications: All personnel must be trained and certified according to California law and university standards, demonstrating professionalism and understanding of higher education environments.
- Oversight & Coordination: The Chief of Police at CSUN will oversee the selection and implementation of contracted security services, requiring close coordination with the CSUN Department of Police Services.

Period of Performance
The contract term will be three years starting in March 2026, with an option for two additional twelve-month renewals upon mutual agreement.

Bidder Requirements
Proposers must comply with specific requirements including submitting a Bidder Declaration Form.
The RFP includes provisions for Disabled Veteran Business Enterprise (DVBE) participation incentives but waives the DVBE Program Requirements.
Additionally, small businesses may receive a five percent preference if they qualify as California certified small businesses or commit 25% of the contract value to certified small businesses.
