Background
The County of Los Angeles, Department of Public Social Services (DPSS) is seeking qualified proposers to provide Security Guard Services at DPSS office locations throughout the County.
The mission of DPSS is to provide a safe environment for employees and participants served, as it is the largest social service agency in the United States, serving one out of every three residents in the County.
Work Details
The contractor will provide Security Guard Services utilizing Armed Security Guards and Armed Protection Security Officers (PSOs) at various DPSS facilities throughout Los Angeles County.
The services include implementing a Minimum Staffing Plan by Zone, which may require adjustments at the County's discretion. Proposers must demonstrate their capability to meet these staffing requirements and describe innovative strategies for ensuring a secure environment for both employees and customers.
The contract will involve providing services on County-recognized holidays as specified in the Statement of Work (SOW). Proposers must maintain a minimum number of guards: 92 for the North Sector and 181 for the South Sector.
Period of Performance
The anticipated contract term is from June 1, 2026, through June 30, 2029, with two one-year options to extend at the County's discretion.
Place of Performance
Services will be performed at various DPSS office locations throughout Los Angeles County, specifically grouped into two Sectors containing three Zones each.
Bidder Requirements
Proposers must have five years of experience within the last seven years providing Armed Security Guard Services. They must also have a valid California-issued private patrol operator license.
Additionally, proposers are required to attend a Mandatory Virtual Proposers’ Conference and Mandatory In-person Site Visits. Compliance with programs such as Living Wage Program and Jury Service Program is mandatory. Proposers must demonstrate a commitment to hiring participants from DPSS programs and comply with all relevant certifications outlined in Appendix B.
