Security Fence Removal and Replacement in Sacramento County

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) 56A0903 for the purpose of enhancing security and preventing trespassing around the facility's perimeter through the removal and replacement of security fencing in Sacramento County. The contract aims to ensure that all necessary labor, tools, equipment, and permits are provided by the contractor to complete the project effectively.

Work Details
The contractor shall furnish all labor, tools, vehicles, equipment, travel, working drawings, permits, and incidentals necessary to:

1. Remove approximately 435 feet of existing chain link fences and gates, legally dispose of them off-site, and fill post footings with fast-setting concrete.
2. Remove approximately 675 feet of existing expanded metal diamond mesh fence and gates similarly.
3. Relocate and reinstall approximately 333 feet of existing hollow steel structure (HSS) fencing.
4. Install approximately 577 feet of new HSS fencing at specified locations with materials equivalent to Ameristar brand, including galvanized steel with a black powder-coated finish.
5. Install one double drive-through HSS gate measuring 8 feet by 16 feet at the entry location.
6. Install approximately 1,985 feet of expanded metal mesh on existing and new HSS fencing with specified material standards.
7. Install two lockable safety bollard posts at the entry gate.
8. Secure facility location perimeters during project execution.

Period of Performance
The contract is estimated to commence on March 1, 2026, and will expire on February 28, 2027.

Place of Performance
The services will be performed at the Caltrans Headquarters Maintenance Warehouse located at 2001 Evergreen Street Sacramento, CA 95815.

Bidder Requirements
Bidders must possess a valid C-13 Fencing Contractor license issued by the Contractors State License Board (CSLB) at the time of bid submission and for the duration of the contract. Bidders must also have a current registration with the Department of Industrial Relations (DIR). Additionally, bidders are encouraged to participate in programs for small businesses and disabled veteran business enterprises (DVBE), although DVBE participation is not mandatory.
