Scrap Metal Recycling Pick Up Services IFB#25-20080-000

Background
The Department of State Hospitals (DSH) - Metropolitan is seeking bids for Scrap Metal Pickup and Recycling Services. The goal of this contract is to assist DSH in diverting scrap metal materials from landfill disposal while complying with applicable local, state, and federal regulations. This is a revenue agreement with no funds budgeted for it; the contractor will reimburse DSH based on the percentage bid outlined in the bid submission.

Work Details
The contractor shall provide all necessary materials, supplies, tools, equipment, transportation, licenses, certifications, permits, insurance, and personnel to perform Scrap Metal Pickup and Recycling services. The services include picking up various scrap metal items such as:

- Paperboard cartons
- Sheet metal
- Galvanized pipes
- Sinks
- Bins
- File cabinets
- Beds
- Racks
- Miscellaneous metal frameworks from ice makers and shelving units
- Refrigerators
- Washers
- Air conditioning units

Special handling items (MRSH) are excluded from pickup. The contractor is not permitted to use subcontractors for this service.

Period of Performance
The anticipated term of the agreement is from March 6, 2026 through February 29, 2028.

Place of Performance
Services will be performed at DSH-Metropolitan located at 11401 S Bloomfield Avenue Norwalk, CA 90650.

Bidder Requirements
Bidders must submit proof of their legal right to do business in California including a business license and any DBA documentation. They must also provide a Motor Carrier Permit (MCP) issued by the California DMV and certify that they will maintain it in good standing. Additionally, bidders must certify that only recycling facilities in California will be used for the performance of services and provide the physical address of such facilities. Bidders are required to provide three references from customers for similar services provided within the last two years.
