- Possession of a C-61 / D-21 Machinery and Pumps License from the Contractor State Licensing Board.
- A Certificate of Accuracy traceable to the National Bureau of Standards issued by Los Angeles County Weights and Measures or the State Department of Food and Agriculture.
- Registration with the Department of Industrial Relations (DIR) pursuant to California Labor Code Sections 1770, 1773, and 1773.1.
- Proof of liability insurance as specified in Exhibit E of the IFB.
- A history of sound business integrity and responsiveness to past contractual obligations.
