Scaffolding Rental Services

Background
The State of California, through the Department of Water Resources (DWR), is issuing an Invitation for Bid (IFB) number 10215016 for Scaffolding Rental Services. The DWR's mission includes managing California's water resources. This contract aims to provide essential scaffolding services to support various projects within the San Luis Field Division. The anticipated term of this agreement is three years, starting from July 1, 2026.

Work Details
The Contractor must provide non-flammable, metallic, industrial-grade scaffolding along with qualified supervision, labor, materials, tools, transportation, equipment (including personal protective equipment and safety equipment), and all incidentals necessary to erect, install, and dismantle OSHA-compliant scaffolding at various worksites as requested by DWR. The Contractor is required to have a Class D-39 License from the California State Contractor’s License Board and must supply no fewer than six competent personnel certified in scaffold erection and dismantling. Additionally, a Material Rate Sheet displaying individual component replacement costs must be provided.

Period of Performance
The contract will be performed over a period of three years starting from July 1, 2026.

Place of Performance
Work will be performed at various locations including:
- Gianelli Pumping Plant located at 31770 Gonzaga Road, Gustine, California 95322
- Dos Amigos Pumping Plant located at 25060 Pole Line Road, Los Banos, California 93635.

Bidder Requirements
Bidders must comply with Disabled Veteran Business Enterprise (DVBE) Program participation requirements and submit specific forms including:
- Attachment VI (Bidder Certification of DVBE Participation)
- Attachment VII (DVBE Declaration)
- Attachment VIII (Bidder Declaration).
Failure to meet these requirements will result in bid rejection. Additionally, bidders must be registered contractors with the Department of Industrial Relations and provide proof of their registration.
