Background
The Inland Empire Utilities Agency (IEUA) is a regional sewage treatment and water agency responsible for providing sewage treatment, solids waste handling, and recycled water to the west end of San Bernardino County. The agency is governed by a publicly elected Board of Directors and operates five regional water reclamation plants.
This Request for Qualifications (RFQ) aims to select qualified SCADA Integrators for Master Service Agreements to support IEUA's ongoing efforts to update and maintain its Supervisory Control and Data Acquisition (SCADA) system.
Work Details
The selected SCADA Integrators will provide system integration services and staff augmentation on an on-call basis. The scope includes:
1. Programming, testing, training, and startup services for control systems modifications associated with migrating the SCADA system from Foxboro to Rockwell PlantPAx.
2. Updating or maintaining the existing SCADA system, including programming services required for Rockwell Automation PLC and PlantPAx upgrades.
3. Support services during ongoing construction projects and participation in workshops related to programming strategy or standard implementation.
4. Emergency on-call services to troubleshoot, maintain, or modify existing programs.
5. Coordination with IEUA Operations and Maintenance staff for all integration activities.
6. Compliance with IEUA SCADA Standards during all integration services.
Period of Performance
The contract will be for a three-year term with the possibility of two one-year extensions.
Place of Performance
Services will be performed within the geographic area served by the Inland Empire Utilities Agency in San Bernardino County, California.
Bidder Requirements
Bidders must demonstrate:
1. Bonding capacity of at least $1 million.
2. Completion of at least one project involving Rockwell Automation PlantPAx system architecture within the last three years.
3. Recognition as a System Integrator or Solutions Partner by Rockwell Automation.
4. Membership in the Rockwell Automation Partner Network program as Recognized System Integrator or Solution Partner.
5. Desirable qualifications include certifications such as Microsoft Certification (MCSA, MSCE), Network Security (CISSP), Cisco Certification (CCNA minimum), VMWare Certification (VSA-DCV minimum), ISA: CAP or CSE.
