https://hub.planetbids.com/hub/bm/bm-detail/126055 CSUSB seeks a qualified contractor to assist with responding to Title IX, Sexual Misconduct, Stalking and Discrimination, Harassment, and Retaliation (DHR) complaints for the Office of Institutional Equity & Compliance (IEC). The contractor will be responsible for managing the intake, assessment, and appropriate institutional response of these reports and complaints, in compliance with federal, state, and institutional policies. This will include providing professional guidance and consultation to leadership as needed, ensuring adherence to regulatory frameworks, and fostering a fair and equitable process for all parties involved.
Background
California State University, San Bernardino (CSUSB) is seeking a qualified contractor to assist with responding to Title IX, Sexual Misconduct, Stalking, and Discrimination, Harassment, and Retaliation (DHR) complaints for the Office of Institutional Equity & Compliance (IEC).

The goal of this contract is to ensure compliance with federal, state, and institutional policies while fostering a fair and equitable process for all parties involved. CSUSB serves over 20,000 students annually as part of the largest system of higher education in the nation.

Work Details
The contractor will be responsible for managing the intake, assessment, and appropriate institutional response to reports and complaints related to Title IX and DHR. Key responsibilities include:
1. Conducting intake meetings to gather information in a trauma-informed manner;
2. Evaluating complaints to determine initial merits and advising on further investigation;
3. Drafting Notices of Investigation (NOI) when warranted;
4. Preparing Notices of Non-Investigation (NONI) when no investigation is warranted;
5. Drafting closure letters summarizing intake discussions;
6. Providing professional guidance and consultation to leadership on Title IX matters;
7. Ensuring compliance with relevant policies and regulations;
8. Documenting all actions taken and providing periodic status reports.

Period of Performance
The contract term is three years with an option to renew for two additional one-year periods.

Place of Performance
The services will be performed at California State University, San Bernardino.
