*SB/DVBE ONLY* IFPQ Roofing Services in Ventura County

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Price Quote (IFPQ) #07A6168 for roofing services in Ventura County. The contract aims to repair and/or replace two roofs at the Moorpark Maintenance Facility, which is part of Caltrans' mission to maintain state infrastructure effectively. This solicitation is authorized under Government Code Section 14838.7, allowing contracts for public works to certified small businesses and disabled veteran business enterprises.

Work Details
The contractor shall furnish all labor, materials, supplies, parts, tools, equipment, travel, and incidentals necessary to repair and/or replace two Caltrans roofs located at the Moorpark Maintenance Facility. The specific tasks include:

1) Removing all tiles off both roofs and salvaging them;
2) Sweeping the roof and inspecting/replacing damaged or rotted wood as needed;
3) Furnishing and installing new underlayment to the roof surface;
4) Reconstructing roofing tiles with any damaged tiles replaced in kind;
5) Sealing all pipe flashings or vents (10 vents on the Office/Barn Building and 3 on the Fuel Bay Building);
6) Limiting water drainage into the maintenance facility during repairs;
7) Ensuring compliance with California Building Code (CBC);
8) Conducting daily cleanup of work sites; and
9) Notifying Caltrans of any hazardous materials discovered during work.

Period of Performance
The contract is estimated to commence on June 30, 2025, or upon approval by Caltrans, whichever is later. The contract will expire on June 29, 2026.

Place of Performance
The work will be performed at the Moorpark Maintenance Facility located at 626 Fitch Avenue, Moorpark, CA 93021 in Ventura County.

Bidder Requirements
Bidders must be certified small businesses registered with the Department of General Services (DGS), possess a valid C-39 Roofing Contractor license issued by the Contractors State License Board (CSLB), and have a current registration with the Department of Industrial Relations (DIR). Subcontracting is not permitted under this Agreement. Bidders must also comply with prevailing wage laws if their bid exceeds $15,000.
