Sales Tax Recovery Services

Background
The Los Angeles Unified School District (LAUSD) is seeking proposals from qualified firms to provide Sales Tax Recovery Services.

The Office of the Inspector General (OIG) of LAUSD aims to promote accountability and integrity through audits and investigations. The contract is authorized under Government Code 53060, allowing LAUSD to engage an independent contractor for specialized sales tax recovery services.

Work Details
The contractor will perform a detailed analysis of LAUSD purchase transactions from September 1, 2021, through December 31, 2024.

Key tasks include:
- Identifying excess sales use tax paid to the California Department of Tax and Fee Administration (CDTFA)
- Identifying sales use tax payments for exempt transactions
- Filing claims for refunds or credits with CDTFA
- Providing recommendations for process improvements to prevent future overpayments
- Conducting training sessions for LAUSD staff
- Preparing a summary report detailing findings and recommendations.

Period of Performance
The initial term of the contract is two years with three one-year renewal options, starting tentatively in February 2024.

Place of Performance
The services will be performed within the geographic area served by the Los Angeles Unified School District.
