Background
The Sacramento County Children's Coalition is issuing this Request for Proposal (RFP) to fund projects aimed at addressing the mental health needs of children and youth in Sacramento County. The Coalition recognizes that mental health is a critical aspect of overall well-being, and there is a significant lack of mental health services available to children and youth across various demographics in the county.
The initiative seeks to mitigate the effects of Adverse Childhood Experiences (ACEs) and promote Positive Childhood Experiences (PCEs) to enhance child development and community participation.
Work Details
The awarded contractor will provide trauma-informed, developmentally appropriate behavioral and mental health services for children and youth aged 0-17 in Sacramento County. Services may include:
1. Direct mental health services, support systems, and counseling for various populations including those involved in child welfare or juvenile justice systems, victims of human trafficking or substance use, and homeless youth.
2. Counseling for children at risk of truancy or dropping out of school.
3. Community-based programs that foster Positive Childhood Experiences (PCEs).
4. Care coordination and referrals to additional services as needed.
The program aims to improve emotional regulation, coping skills, social-emotional well-being, access to mental health supports, engagement in school, and resilience through PCEs.
Period of Performance
The contract will be performed over a two-year period starting from July 1, 2026, to June 30, 2028.
Place of Performance
Services will be provided within Sacramento County.
Bidder Requirements
Eligible bidders must be private non-profit organizations or public institutions with expertise in child well-being. They must demonstrate financial stability through audited financial statements or tax returns from the last two years. Proposers must also meet insurance requirements as specified in the RFP.
