Work Details
The consultant will conduct the following tasks as part of the feasibility study:
1. Market Analysis: Evaluate current and projected hotel demand segmented by leisure, business, group, and regional drivers.
2. Site Feasibility and Development Prioritization: Assess approved, priority, and potential hotel development sites for feasibility and readiness.
3. Market Positioning and Site Attractiveness: Identify conditions, amenities, infrastructure, and market factors necessary for making priority sites competitive for hotel investment.
4. Economic Impact Analysis: Evaluate economic impacts of the existing hotel market and projected impacts from new lodging developments including fiscal benefits.
Period of Performance
The contract period will commence on July 27, 2026.
Place of Performance
The services will be performed in Roseville, California.

Proposers must be registered with the California Secretary of State to do business in California by the time of award. Proposals must include proof of registration along with various certifications including Proposer’s Certification, Levine Act Disclosure Statement Form, and Non-collusion Declaration.
