Roof Replacement Services at Bridgeville Maintenance Station in Humboldt County

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Price Quote (IFPQ) #01A6488 for roof replacement services at the Bridgeville Maintenance Station located in Humboldt County. The goal of this contract is to ensure the removal, disposal, and replacement of the existing roofing system to maintain the integrity and functionality of the facility. This solicitation is authorized under Government Code Section 14838.7, which allows contracts for public works with an estimated value between $5,000 and $461,000 to be awarded to certified small businesses.

Work Details
The contractor shall provide all labor, tools, materials, travel, equipment, permits, and incidentals necessary for performing all work involved in the removal, disposal, and replacement of the existing roofing system at the Caltrans Bridgeville Maintenance Station. The scope includes:

1. Installation of a metal roofing system consisting of approximately 3100 sq. ft. of metal roof panels with concealed fasteners, sealants, insulation, roof ventilation, rain gutters, downspouts and other necessary accessories for a complete installation.

2. Roof panels must be 24-gauge or thicker with a concealed standing seam height between 1.5 and 2 inches.

3. Insulation must conform to ASTM Designation: E84 Class A with R-25 or better.

4. Removal of existing roof vent turbines and installation of continuous ridge vent made from industrial strength metal.

5. Replacement of existing rain gutters and downspouts with seamless commercial-grade materials.

6. Compliance with all applicable building codes and regulations including CAL-OSHA standards.

Period of Performance
The contract is expected to commence on June 1, 2025 (estimate) upon approval by Caltrans and will expire on November 30, 2025 (estimate). Work shall be performed during normal business hours from Monday to Friday between 7:00 a.m. and 4:00 p.m., excluding State holidays.

Place of Performance
All work will be performed at the Caltrans Bridgeville Maintenance Station located at 26360 Highway 36, Bridgeville, CA 95526 in Humboldt County.

Bidder Requirements
Bidders must meet specific qualifications including:

1. A current and valid C-39 Roofing Contractor license issued by the California Contractors State Licensing Board (CSLB).

2. Registration with the Department of Industrial Relations (DIR).

3. Certification as a small business registered with the California Department of General Services (DGS).

4. Compliance with prevailing wage laws if bid exceeds $25,000.

5. Submission of a non-collusion declaration for public works.

6. Bidders must not have been convicted in the past five years for employing undocumented workers.
