Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Price Quote (IFPQ) # 04A7444 for Roof Replacement Services in Alameda County. The purpose of this contract is to acquire construction services for the removal and replacement of existing roofing systems, which aligns with Caltrans' mission to maintain and improve the state's transportation infrastructure.

Work Details
The contractor will provide all labor, tools, materials, supplies, parts, disposal, travel, equipment, permits, and incidentals necessary to remove and replace the existing roof system at Caltrans District 4 located at 600 Lewelling Boulevard, San Leandro, CA. Specific tasks include:

1) Removal of existing low slope Thermoplastic Polyolefin (TPO) roofing and sheathing;
2) Installation of new single-ply (Class A) roofing membrane;
3) Removal and legal disposal of existing solar panels;
4) Mitigation of lead-based exterior paint;
5) Installation of new metal cap and flashing, roof drains, and HVAC curb flashing;
6) Coordination with State Fire Marshall for inspections;
7) Compliance with all relevant safety regulations regarding hazardous materials.

Period of Performance
The contract is expected to commence on June 1, 2026 (estimate), or upon approval by Caltrans. The work shall be completed by May 31, 2027 (estimate).

Bidder Requirements
Bidders must possess a current C-39 Roofing Contractor license and a Hazardous Substance Removal (HAZ) Certification license issued by the California Contractors State Licensing Board. They must also have a valid Lead Removal Certificate from the California Department of Public Health for workers doing abatement work. Bidders must be certified small businesses or disabled veteran business enterprises registered with the California Department of General Services. Additionally, bidders must have a valid registration with the Department of Industrial Relations.
