Background
The County of San Diego, through its Department of Behavioral Health Services, is seeking Statements of Qualifications (SOQ) from firms interested in providing an Adult Substance Use Residential Treatment Program. The goal of this contract is to award a total of 44 beds to the highest-ranked Offerors, with the potential for additional contracts based on the County's needs over a one-year period. Work Details
The selected Offeror(s) will be responsible for providing an Adult Substance Use Residential Treatment Program that includes:
- A comprehensive treatment model that meets state and county certifications and licenses.
- The ability to implement the program within 30 days of contract execution.
- Co-occurring capability and integrated care for clients with mental health and substance use disorders.
- A Cultural & Linguistic Diversity Plan that addresses the needs of the target population.
- Collaboration with small and local businesses to promote equity and inclusion in service delivery.
Period of Performance
The contract will commence upon execution and is expected to last for one year, with potential extensions based on performance and need.

Services will be performed within San Diego County, California.
Bidder Requirements
Offerors must demonstrate relevant experience in providing similar services, comply with all required forms including a Small-Local Business Subcontractor Utilization Plan, and accept all terms outlined in the Draft Agreement including insurance requirements. Additionally, Offerors must not have any conflicts of interest as defined by County policies.
