Rfq - Tactical Communications Headsets

Background
The County of San Diego is issuing this Request for Quotation (RFQ) to obtain tactical communications headsets for the San Diego Sheriff's Office Special Enforcement Detail (SED).
The goal is to acquire dual communication, helmet-mounted headsets that provide both communication and hearing protection, compatible with existing radio systems and helmets used by the Sheriff's Office.

Work Details
The contract requires the provision of tactical communications headsets with the following specifications:
1. Communication Headset:
- Ability to mount onto an accessory rail connector for OpsCore FAST SF helmets or worn as a vertical headband headset.
- Single lead wire for dual communication push-to-talk (PTT) setup.
- Right-left interchangeable boom microphone.
- Memory foam earpads for comfort.
- Multiple audio channels capability.
- Weather and water-resistant (IP68).
- Auditory settings for hearing protection (22-26 dB noise reduction).
- Operable using Motorola APX6000 handheld radio battery.
- Minimum cable pull strength of 21 kilograms.
2. Dual Communications Control Unit:
- Compatible with dual channel radios and fitted for Motorola APX6000 series.
- Interface cabling for interoperability with multiple radios and smartphones.
- Volume control on each channel, weather-resistant shell, minimum three PTT buttons, audio bridging capability, IP68 rating, and one-year warranty.
3. Helmet Mount Adapter: Must work with OpsCore FAST SF helmet ARC Rail System.
4. Required Cables: Includes specific Motorola and Silvus cables in tan color.
5. Avon FM54 Gas Mask Adapters in black color.

Period of Performance
The contract will be effective from the date of award until April 1, 2027, with an option to extend from April 2, 2027, to April 3, 2028.

Bidder Requirements
Offerors must submit a completed Offeror’s Cover Page form, Representations and Certifications form, Small-Local Business Self-Certification Form if applicable, Nondisclosure Indemnification Agreement if submitting confidential information, and a completed Pricing Schedule.
