Background
The County of San Diego is seeking quotes from firms to provide sustainable fiscal planning consulting services. The County has established an Ad Hoc Sustainable Fiscal Planning Subcommittee to develop a fiscal strategy for sustaining essential services and investing in priorities amidst changing conditions. The goal is to ensure that the County budget meets the needs of its 3.3 million residents.

Work Details
The contractor will conduct public opinion and tax policy research, engage with stakeholders, develop state legislative proposals to expand the County's fiscal options, estimate financial impacts of various revenue options, and potentially prepare a local revenue-generating ballot measure.

Specific tasks include:
- Conducting outreach with key stakeholders
- Developing financial impact estimates
- Drafting legally compliant ballot measure language
- Delivering interim reports to the Subcommittee
- Finalizing a fiscal strategy recommendation by May 2026.

The contractor must have extensive experience in public opinion research, California tax law, fiscal analysis, community engagement, and ballot measure design.
