Background
The California Department of Corrections and Rehabilitation (CDCR) is seeking a contractor to provide maintenance, calibration, and repair services for the Supervisory Control and Data Acquisition (SCADA) Computer System at the California Health Care Facility (CHCF), Waste Water Treatment Plant (WWTP), and Water Treatment Plant (WTP) located in Stockton, California.
The goal is to ensure the operational efficiency and compliance of these systems within the facilities.
Work Details
The contractor shall provide all labor, including travel and per diem, materials, tools, equipment, permits, insurance, licenses, maintenance, and transportation necessary for preventative maintenance and emergency repair services on the SCADA system.
Services include:
1. Biannual maintenance and inspection of equipment as specified in Exhibit A-3 Equipment List.
2. Emergency repair services with a response time of 24 hours.
3. Calibration of equipment with documentation provided.
4. Replacement of worn or inoperable parts with prior approval from the Institution Contract Liaison.
5. Provision of written estimates for necessary upgrades to SCADA hardware or software.
6. Documentation of all services performed including reports on findings during inspections.
Period of Performance
The period of performance for this contract will be from July 1, 2026, or upon CDCR approval, whichever is later, through June 30, 2029.
There is an option for one additional year extension.
Place of Performance
Services will be performed at the California Health Care Facility (CHCF), Waste Water Treatment Plant (WWTP), and Water Treatment Plant (WTP) located at 7707 S. Austin Road and 7650 South Newcastle Road in Stockton, California.
Bidder Requirements
Bidders must be headquartered and doing business within the United States; no foreign firms are allowed to respond.
The maximum amount of subcontracting allowed is 40%, with a requirement for a letter of explanation if this limit is exceeded.
Bidders must also have valid certifications such as Small Business or Disabled Veteran Business Enterprise certifications.
