RFQ #24-021 Electronic Poll Book - KNOWiNK Poll Pad 3 Version 3.9

Background
The Secretary of State's Office of Voting Systems Technology Assessment is seeking expertise and resources to evaluate the KNOWiNK Poll Pad 3 Version 3.9. This evaluation is necessary to determine the system's accuracy, efficiency, and security in accordance with California Electronic Poll Book Regulations (sections 20150 to 20165).

The contract aims to ensure that all Electronic Poll Book Systems submitted for certification adhere to these regulations.

Work Details
The contractor will provide Electronic Poll Book Test Support Services, which include:

1. Functional Testing: Evaluate system accuracy, efficiency, reliability, accessibility, and security. Tasks include system setup assistance, data gathering, preparation of a functional test plan, conducting tests, and preparing a functional test report.

2. Software Testing: Conduct source code reviews to identify vulnerabilities that could alter voter information or critical election data. This includes evaluating code quality, adherence to standards, and potential security risks.

3. Security Testing: Assess the system for vulnerabilities that could be exploited for denial of service attacks or tampering with voter registration data.

4. Hardware Testing: Ensure the hardware meets the necessary specifications for operation within the voting system framework.

5. Usability and Accessibility Testing: Evaluate how user-friendly and accessible the system is for all users.

6. Reporting: All findings must be documented in detailed reports that summarize testing phases and findings without making recommendations on approval status.

Period of Performance
The contract is expected to commence on March 31, 2025, and conclude on June 30, 2026.

Place of Performance
The services will be performed at locations designated by the Secretary of State's Office in Sacramento, California.
