RFQ - 2026 Audit, Attestation, and Consulting Services Bench

Background
The Metropolitan Transportation Commission (MTC) is the transportation planning, coordinating, and financing agency for the nine-county San Francisco Bay Area. This RFQ aims to select one or more qualified consultants to form a 'Consultant Bench' for providing auditing, attestation, and consulting services on an as-needed basis. The selected consultants will support MTC and its affiliated entities including MTC SAFE, BATA, BAIFA, BAHA, BAHFA, 375 Beale Condominium Corporation, and ABAG.

Work Details
The services to be provided under this contract include:

- Closeout audits on completed state grants;
- Pre-award and interim audits for selected contracts;
- Agreed-upon procedures;
- Tax return preparation for non-profit organizations;
- General consulting services.

The selected firms may also add specialty subconsultants as needed for specific project assignments. The scope of work will be defined in Appendix A of the RFQ.

Period of Performance
The Consultant Bench will be open from the date of approval through June 30, 2029, with an option for MTC to extend the performance period for up to two additional years.

Place of Performance
The services will primarily be performed within the nine-county San Francisco Bay Area.

Bidder Requirements
Proposers must demonstrate independence from MTC and its affiliated entities. They must possess a license to practice in California, have experience conducting audits compliant with generally accepted auditing standards, and maintain a local office within the nine-county area. Additionally, proposers are encouraged to include Small Business Enterprise (SBE) firms in their proposals.
