Background
The California Air Resources Board (CARB) is issuing this Request for Quotation (RFQ) for the renewal of the Esri Advantage Program subscription.
The program aims to provide enterprise-wide visioning and geospatial enablement through various services including technical advisory, planning meetings, and access to exclusive technology webcasts.

Work Details
The contract includes the following services under the Esri Advantage Program:
- Annual subscription renewal for the Esri Enterprise Advantage Program (EEAP) from May 17, 2026, to May 16, 2027.
- Provision of technical advisory services.
- One-day annual planning session.
- Up to 100 Advisor hours for consulting support.
- Access to exclusive quarterly technology webcasts.
- 100 Learning and Services Credits for training purposes.
- Subscription support and maintenance for previously purchased products by CARB, including online documentation and unlimited online ticket support during business hours (8:00 AM - 5:00 PM PST/PDT, Monday through Friday).
- Automatic provision of patches, workarounds, bug fixes, and performance improvements without additional charges during the contract term.

Period of Performance
The period of performance for this contract is from May 17, 2026, to May 16, 2027.

Place of Performance
The services will be performed primarily at the California Air Resources Board located at 1001 I Street, Sacramento, CA 95814.

Bidder Requirements
Bidders must comply with specific requirements including submission of a completed Payee Data Record (STD. 204), Post-consumer Content Certification, Bidder Declaration Form indicating any subcontracting intentions or certifications (SB/DVBE), and compliance with California Civil Rights Laws.
Bidders claiming small business or DVBE status must provide appropriate certifications. Additionally, bidders must adhere to TACPA preferences if applicable.
