RFP Workforce Development Services for Urban Greening, Tree Planting, Irrigation, and Landscape Maintenance

Background
The City of Vallejo is soliciting proposals from qualified organizations to provide workforce development services in partnership with the City’s Public Works Department, supported by an Urban Greening Grant awarded by the U.S. Department of Agriculture (USDA) Forest Service.

The initiative aims to advance environmental sustainability, climate resilience, and equitable workforce pathways through hands-on, paid training opportunities for local residents while enhancing public green infrastructure.

Work Details
The selected contractor will be responsible for recruiting, training, and supporting up to 20 participants to work alongside Public Works staff on various activities including:
- Tree planting and establishment
- Irrigation system installation, adjustment, and minor repair
- Landscape and right-of-way maintenance
- Tool safety protocols.

The contractor will also manage participant onboarding, scheduling, timekeeping, payroll, and supervision. Training will include both technical skills related to urban forestry and soft skills such as teamwork and communication. Compliance with federal regulations and grant requirements is mandatory.

Period of Performance
The contract performance period is anticipated to start on July 13, 2026.

Place of Performance
The services will be performed in Vallejo, California.

Bidder Requirements
Proposers must demonstrate experience operating workforce development or job training programs, familiarity with urban forestry or green infrastructure, experience with federally funded programs, and capacity to manage participants in physically demanding outdoor environments. Proposals should prioritize hiring Vallejo residents and individuals facing barriers to employment.
