Background
The County of Sonoma is seeking proposals for the redesign and layout of the Sonoma County Sheriff’s Office (SCSO) public website. The current website is outdated and difficult to navigate, failing to represent the current image of the SCSO and lacking in functionality.

The goal is to create a modern, user-friendly website that complies with ADA and CGAC regulations while providing essential information to the public.

Work Details
The selected contractor will provide services including:
1. A modern design compatible with all modern browsers and devices, including smartphones and tablets.
2. An easy-to-navigate layout that includes both English and Spanish languages through a multi-language plugin or dual-language base.
3. Features such as site search functionality, a legal page containing privacy policies, SSL security, robust tracking and statistics modules, support for multiple domain names, concise CSS and JavaScript management, and optional frameworks like Bootstrap or jQuery.
4. Compliance with ADA and CGAC laws, prohibiting chatbots per Sonoma County A.I. policy.
5. Support for IFrames for specific workflows like live events and warrant searches.
6. Linking to external resources such as documents and images hosted on both the website server and Azure Gov Cloud tenant.

Period of Performance
The contract period will commence upon award notification on October 28, 2025, with an expected completion date to be determined based on project milestones outlined in the proposal.

Place of Performance
The services will be performed primarily at the contractor's location but must ensure compatibility with the existing infrastructure managed by SCSO IT on Azure Government Cloud.

Bidder Requirements
Proposers must demonstrate experience in web design compliant with ADA standards, preferably for law enforcement agencies. They must provide references from three client agencies for similar services rendered. Proposals should include a working prototype of the website illustrating design and functionality.
