RFP Web Based Incident Management Software

Background
The County of Sonoma, located in Northern California, is seeking proposals for a web-based Commercial off-the-shelf (COTS) Incident Management System. This system will manage information, documents, resources, and personnel related to incidents, exercises, and preplanned events. The County has approximately 500,000 residents and is vulnerable to various natural and man-made hazards. Effective communication and coordination through an emergency operations center are critical for the County's mission.

Work Details
The contractor will provide a web-based Incident Management System that includes the following features:

- A turnkey emergency management software solution that integrates with existing technology platforms (e.g., ESRI, ArcGIS Online, Microsoft Office Suite).
- Role-based security mechanisms with configurable access levels.
- Customizable staff notification options and workflows.
- Support for multiple simultaneous incidents and Emergency Operation Centers (EOCs).
- Task management capabilities including GIS mapping features.
- Resource management tools to track stockpiled resources and costs associated with deployed resources.
- Unified communications features allowing messaging across multiple platforms (email, SMS, etc.).
- Ability to analyze incident response performance and compile reports.
- Compliance with National Incident Management System (NIMS) standards.
- Support for mobile device access and multilingual capabilities based on user settings.

Period of Performance
The contract will be for a three-year period with two potential one-year extensions, totaling a maximum of five years.

Place of Performance
The services will be performed within the County of Sonoma.
