RFP: Solar Photovoltaic (PV) Systems Cleaning, Inspection, and Maintenance Services

Background
The Napa County Department of Public Works is issuing this Request for Proposal (RFP) to seek proposals from licensed companies for cleaning, inspection, and maintenance services of the County’s solar photovoltaic (PV) power systems.
The County operates 10 solar PV power systems across various locations, and the goal is to ensure their optimal performance through regular maintenance and emergency services.

Work Details
The selected contractor will provide a comprehensive range of services including:
1. Preliminary conditions assessment of each PV system.
2. Annual routine solar panel cleaning scheduled between March and May, adhering to California Stormwater Quality Association’s best management practices.
3. Annual inspections and maintenance services which include thermal imaging of all equipment, inverter inspections, visual inspections of panels and installations, electrical equipment checks for water ingress or rust, and voltage/current testing.
4. Non-routine/emergency services as needed to restore systems to operational condition.
5. Detailed reporting on inspections, maintenance performed, and any identified deficiencies or recommended repairs.
The contractor must furnish all necessary labor, tools, equipment, materials, and supervision to perform these tasks in compliance with applicable laws and standards.

Period of Performance
The contract term is anticipated to be five (5) years, consisting of an initial three (3) year term with two (2) optional one (1) year extensions.
The contract start date is expected to be July 1, 2025.

The services will be performed at various locations in Napa County, California including:
- Napa County Airport Hangars
- Napa County Sheriff’s Office
- South Napa Shelter
- Animal Shelter
- Napa County Library Main Branch
- Juvenile Justice Center
- Others.
