Background
The San Francisco Bay Conservation and Development Commission (BCDC) is issuing this Request for Proposal (RFP) SFBC-P-25-12 for the Bay Adapt Strategy and Support. The purpose of this initiative is to provide ongoing strategic leadership, tracking, convening, and organizing around regional sea level rise adaptation in the Bay Area. This project aims to protect both people and the environment from rising sea levels through a collaborative approach involving various stakeholders and experts.
Work Details
The selected consultant or consultant team will provide the following services over a three-year period starting in August 2026:
1. **Program Management Support**: Lead monthly check-in meetings with BCDC staff, create agendas, and present information. Approximately 36 meetings are expected.
2. **Updated Bay Adapt Strategy**: Develop an updated strategy based on existing documents, including an equity strategy, leadership structure, annual goals, and communication strategies.
3. **Facilitation and Meeting Support for the Implementation Coordinating Group (ICG)**: Facilitate quarterly meetings (approximately 12 total), prepare agendas, take attendance, and communicate with attendees.
4. **Equity Funding for ICG**: Establish a fiscal structure to compensate representatives from frontline communities participating in leadership roles on the ICG.
5. **Reporting of Progress**: Collaborate with BCDC to develop at least one deliverable that tracks progress on the Bay Adapt Joint Platform, which may include reports or websites.
Period of Performance
The contract will commence in August 2026 or upon DGS approval and will last for three years until April 30, 2029.
Place of Performance
The services will be performed primarily in San Francisco, California.
Bidder Requirements
Bidders must have a minimum of eight years of experience in strategic planning, communications strategies, branding, facilitating executive-level meetings, and monitoring success. They should have expertise in climate change policy areas relevant to the Bay Adapt strategy. While there is no specific Disabled Veteran Business Enterprise (DVBE) goal required for this RFP, participation is encouraged.
