RFP Secondary #CV25-107 - California Service Corps Swearing In Ceremony

Background
The Governor’s Office of Service and Community Engagement, California Volunteers, is seeking a qualified Contractor to plan and execute a high-profile Swearing-in Ceremony for California Service Corps members.
This event aims to engage up to 600 individuals, including state government officials, and will take place in Sacramento in early October 2026.
The goal is to create a memorable experience that fosters engagement and recognition among service members.

Work Details
The Contractor will be responsible for the following tasks:
1. Planning and executing the Swearing-in Ceremony, including logistics management for the event.
2. Coordinating transportation for approximately 300 service members from the greater Sacramento Region to the event location.
3. Managing day-of execution, including audiovisual support and coordination with participating state agencies.
4. Ensuring that at least three satellite locations are established across the state for remote participation by service members from other regions.
5. Providing food and drinks for attendees during the 5-6 hour event duration as per recent addendums.
6. Developing a project management plan that includes a detailed scope of work, timeline, and budget justification.

Period of Performance
The contract period will start on May 18, 2026, and end on December 11, 2026.

Place of Performance
The primary event will be held in Sacramento, California, with additional satellite locations across the state.

Bidder Requirements
Proposals must include at least 3% participation by a Disabled Veteran Business-Owned Enterprise (DVBE) and 25% participation by a Small Business (SB).
Proposers must be legally constituted in California and provide evidence of qualifications such as resumes for key personnel involved in the project.
