RFP Secondary 23NC0761: Avoided Cost Calculator Updates

Background
The California Public Utilities Commission (CPUC) is seeking proposals for the Avoided Cost Calculator Updates under RFP Secondary Number 23NC0761. The CPUC's mission is to ensure that California's utility services are safe, reliable, and environmentally sustainable.

This contract aims to provide biennial updates to the Avoided Cost Calculator and technical support for the analysis and further development of distributed energy resource cost-effectiveness. The contract is expected to run for three years with an option for two one-year extensions.

Work Details
The contractor will provide technical assistance on IDER cost effectiveness implementation and policy development work, including:
1) Biennial updates to the Avoided Cost Calculator and related tools;
2) Technical assistance in preparing staff white papers or proposals on selected topics;
3) New research, technical studies, or model development on select topics such as incorporating uncertainty, assessing market impacts, and evaluating bundled distributed energy resources.

Specific tasks include updating the existing E3 model, conducting technical work to refresh inputs or correct errors in the calculator, consulting with staff on various proposals, and documenting updates for public release. Deliverables include updated spreadsheets, presentations to stakeholders, and thorough documentation of methodologies.

Period of Performance
The contract term is for three years upon execution with options for two additional one-year extensions.

Place of Performance
Services shall be performed remotely during normal business hours (7:30 AM to 5:00 PM Pacific Time), Monday through Friday, excluding State of California holidays.
