Description

This Request for Proposal (RFP) is to solicit competitive proposals from experienced and qualified contractors to develop and execute an education and outreach program to serve domestic work employer or employee populations and residential care employees or employers in the Public Housekeeping Industry throughout the State. The education and outreach program is intended to improve awareness and compliance with labor protections enforced by the Labor Commissioner Office (LCO) and Department of Industrial Relations (DIR). For a detailed description of the work to be performed, please refer to Exhibit A, Scope of Work. The work of this contract is expected to require five (5) years. No work shall begin until all required signatures and approvals are obtained and the DIR Project Manager provides direction. The total budget for the entire contract is $33,250,000.00. Proposals exceeding this amount may be deemed non-responsive and ineligible for award. Addendums No. 1 and 2 attached.
Background
The Department of Industrial Relations (DIR) is issuing this Request for Proposal (RFP) to solicit competitive proposals from qualified contractors to develop and execute an education and outreach program aimed at domestic work employer and employee populations, as well as residential care employees or employers in the Public Housekeeping Industry across California.

This initiative is mandated under Labor Code section 1455, which requires the Labor Commissioner’s Office to establish an outreach program to promote awareness of labor protections and fair labor standards in low-wage industries. The DIR's mission includes ensuring just compensation for workers and combating wage theft, particularly among vulnerable populations.

Work Details
The contractor will be responsible for planning and implementing a comprehensive outreach program that improves awareness and compliance with labor protections enforced by the Labor Commissioner’s Office. Specific tasks include:
1) Developing an Outreach Implementation Plan;
2) Creating educational materials;
3) Conducting ongoing engagement through outreach, education, and training;
4) Assessing program impact through reporting tools and surveys.

The contractor must also issue reports on their activities biannually and meet with the Labor Commissioner’s Office to review program implementation.

Period of Performance
The contract is expected to last five (5) years, commencing after all required approvals are obtained.

Place of Performance
The services will be performed throughout the State of California.
