RFP Public Education and Outreach Services for the San Bernardino County Areawide Stormwater Program

Background
The San Bernardino County Flood Control District is seeking proposals for Public Education and Outreach Services as part of the San Bernardino County Areawide Stormwater Program. This initiative aims to comply with the National Pollution Discharge Elimination System Municipal Separate Storm Sewer System Permit (MS4 Permit) requirements, which emphasize educating the public on stormwater pollution and best management practices.

The program is designed to enhance public awareness and understanding of stormwater quality issues and influence behavior to reduce pollutants affecting water quality.

Work Details
The selected contractor will be responsible for:

1. Maintaining and updating the Program website monthly, ensuring it serves as a resource for public information regarding stormwater issues.
2. Managing social media pages to engage the community and report metrics on engagement.
3. Promoting an illegal dumping hotline and updating related materials as necessary.
4. Developing a comprehensive public education program with measurable outcomes, including recommendations for outreach methods.
5. Preparing and updating Best Management Practices (BMP) fact sheets and brochures tailored to various audiences, including residential and commercial sectors, ensuring compliance with current MS4 Permit requirements.
6. Establishing relationships with local organizations for effective distribution of educational materials.
7. Conducting evaluations of current public education approaches annually, reporting findings to the Subcommittee, and implementing improvements as directed.

Period of Performance
The contract period will last for a maximum of five years, starting from July 1, 2025, until June 30, 2030.

Place of Performance
Services will be performed within the MS4 Phase 1 boundary in San Bernardino County.
