RFP - Psychiatric Health Facility Operation and Management

Background
The County of El Dorado is located in Northern California and is bordered by Sacramento, Placer, Amador, and Alpine counties. The County's mission includes providing mental health services to its residents.

The El Dorado County Psychiatric Health Facility (PHF) is a 7,424 square foot, 16-bed facility located at 935-B Spring Street in Placerville, California. Its purpose is to provide a safe and therapeutic environment for clients experiencing acute psychiatric and substance use disorder symptoms. The PHF aims to stabilize clients' conditions and assist in their return to less restrictive environments through intensive treatment services.

The County anticipates a minimum utilization rate of 4,555 bed days per fiscal year based on clients with Medi-Cal benefits and other county-sponsored programs.

Work Details
The awarded contractor will be responsible for operating and managing the County-owned PHF. Key responsibilities include:
- Providing a recovery-oriented treatment program that operates 24/7.
- Staffing the facility with qualified personnel meeting all state licensing requirements.
- Conducting admissions, psychiatric evaluations, physical examinations, consultations, and assessments.
- Developing discharge plans that coordinate with family, support systems, and community resources.
- Ensuring compliance with patients' rights and facilitating certification review hearings.
- Offering additional support services such as pharmaceutical services, medical services, laboratory services, laundry services, and transportation services.
- Collaborating with local partners and maintaining accurate record keeping and reporting.

Period of Performance
The anticipated start date for the contract is between January 1, 2026, and June 30, 2026. The contract will be for a duration of five years.

Place of Performance
The contract will be performed at the El Dorado County Psychiatric Health Facility located at 935-B Spring Street in Placerville, California.

Bidder Requirements
Proposers must demonstrate prior experience operating a licensed Psychiatric Health Facility (PHF) or Crisis Residential Treatment (CRT) facility. They must have maintained Medi-Cal Site Certification and California Department of Health Care Services licensure for a PHF or CRT facility.

Proposers should provide an organizational chart detailing staffing requirements and describe how they have addressed staffing challenges in the past.
