RFP - Parking Access and Revenue Control System (PARCS) Gateless Conversion Services
Background
The City of Redwood City is seeking proposals for the conversion of their existing gated Parking Access and Revenue Control System (PARCS) to a gateless system. The goal of this contract is to enhance parking management through the implementation of advanced technology, including Fixed License Plate Recognition (LPR), Mobile LPR, and various payment solutions. This initiative aims to improve efficiency in parking operations across Jefferson, Marshall, and Winslow Garages.

Work Details
The contractor will provide the following services and products:

1. Demolition and disposal of existing gated PARCS equipment and signage, including provision of Certificates of Destruction for equipment containing credit card data.

2. Installation of Pay-by-Plate Multi-Space Meters (4 units), both credit card only and cash/credit card equipped.

3. Installation of Theater Validation Pay Stations (2 units) for credit card and scan only.

4. Supply and installation of Fixed LPR Cameras with mounting accessories, Mobile LPR systems for enforcement vehicles (2 units), Uninterruptible Power Supply units, Proximity Card reader with 300 unprogrammed cards, Intercom Master Base Station, Parking Payment information signage, STOP pavement markings, and static signs.

5. Labor for mounting, installing, configuring, activating, and commissioning all new equipment including electrical wiring and data communications infrastructure.

6. Support for Hardware Acceptance Testing (FAT, LAT, ODT) and training for City personnel on hardware operation.

7. Software components including LPR-Enabled Gateless PARCS Software, Fixed LPR Camera System Software, Mobile LPR System Software, Pay-by-Plate Multi-Space Meter Software, Parking Validation Software for Theater, integration with existing Citation Management System Software, Credit Card Processing Software, and 3rd party Mobile Payment Application Integration.

8. Labor for software installation, configuration, calibration, data migration, activation and support for software acceptance testing.

Period of Performance
The contract will be performed over a period of two years from the date of award.

Place of Performance
The work will be performed at Jefferson Garage, Marshall Garage, and Winslow Garage in Redwood City.
