RFP P2540008, San Luis Obispo Wildlife Area Public Shooting Range Operations and Maintenance

Background
The California Department of Fish and Wildlife (CDFW) is issuing this Request for Proposal (RFP) to secure a contractor for the operation and maintenance of the San Luis Obispo Wildlife Area (SLOWA) public shooting range.
The facility aims to provide a safe environment for public shooting activities, including archery and firearms training, while promoting hunter safety and education.
The shooting range is located at 3272 Gilardi Rd., San Luis Obispo, CA 93405.

Work Details
The contractor will be responsible for operating and maintaining the SLOWA shooting range, which includes four shooting venues: action pistol, rifle, shotgun, and archery ranges.
Key responsibilities include:
1. Providing at least one certified Range Safety Officer (RSO) per range during operational hours.
2. Conducting public recreational shooting events and educational programs related to firearms safety.
3. Maintaining the facility's infrastructure, including minor repairs and upkeep of associated structures.
4. Implementing an Environmental Stewardship Plan to manage lead abatement and other environmental concerns.
5. Operating the Automated License Data System (ALDS) for managing user fees and tracking usage.

Period of Performance
The contract will commence upon approval by the Department of General Services and will run through June 30, 2028.
The contract may be extended for up to two additional one-year terms if deemed beneficial to the State.

Place of Performance
The services will be performed at the San Luis Obispo Wildlife Area located at 3272 Gilardi Rd., San Luis Obispo, CA 93405.

Bidder Requirements
Bidders must be a legally constituted 501(c)(3) non-profit organization registered in California.
They must not have been involved in any state contract terminated for cause in the last three years or have adverse audit findings from CDFW or the State Auditor.
Bidders are encouraged to utilize Disabled Veteran Business Enterprises (DVBE), although participation is not mandated for this RFP.
