RFP On-call Biological Services for RM and CIP Projects

Background
The San Bernardino County Flood Control District and the San Bernardino County Department of Public Works are seeking proposals for On-Call Biological Services. The goal is to support routine maintenance and capital improvement projects throughout San Bernardino County.

The Environmental Management Division (EMD) provides necessary environmental support, including biological services for various projects.

Work Details
The services required under this contract include habitat assessments and surveys for various species such as Least Bell's Vireo, Southwest Willow Flycatcher, California Gnatcatcher, Desert Tortoise, Burrowing Owl, Mohave Ground Squirrel, Southern Rubber Boa, San Bernardino Kangaroo Rat, special status invertebrates (e.g., Delhi Sands Flower Loving Fly and Crotch Bumblebee), special status fish, rare plants, and nesting birds.

Specific tasks may involve:
- Conducting biological presence/absence surveys
- Preparing biological documents
- Ensuring regulatory compliance
- Performing jurisdictional delineations
- Providing monitoring services during construction or emergencies.

All data points for special status species must be submitted in GIS format to the County. Deliverables will be specified in each Task Order issued under the contract.

Period of Performance
The contract will be effective from July 1, 2025, to June 30, 2030.

Place of Performance
Services will be performed within the boundaries of San Bernardino County.
