RFP On-Call, As Needed Traffic Data Collection Services

Background
The City of Redwood City, a Charter City founded in 1867, is seeking proposals from qualified consultants to provide on-call, as-needed traffic data collection professional services.
The Engineering and Transportation Department aims to improve traffic conditions across the city, which has approximately 155 miles of roadway and access to major highways.
The contract is intended to begin in March 2026 and will be awarded based on the best overall value for completing the scope of work.

Work Details
The consultant will provide labor, materials, and equipment for various traffic data collection services including:
- Directional 3-Day Speed and Volume Counts: Data must include specific locations, hourly intervals, daily totals, 50% speeds, 85% speeds, and peak hours.
- Directional 7-Day Speed and Volume Counts: Similar requirements as above but over a week.
- Turning Movement Counts: Conducted via video during specified peak periods with pedestrian and bicycle counts included.
Data must be presented clearly and transmitted in PDF and source formats (CSV or XLS). Quality assurance is required before submission to ensure accuracy.

Period of Performance
The contract will be performed over a three-year period from March 2026 through March 2029.

Place of Performance
Services will be performed within the geographic boundaries of Redwood City, California.

Bidder Requirements
Consultants must possess organizational, functional, and technical capabilities with relevant experience.
They are required to maintain a business license in Redwood City prior to commencing work.
Insurance requirements include general liability, automobile liability, workers' compensation, and professional liability insurance.
