Rfp - Mental Health Rehabilitation Center (MHRC)

Background
The County of San Diego's Health and Human Services Agency is issuing a Request for Proposals (RFP) for Mental Health Rehabilitation Centers (MHRC) to provide 24-hour mental health rehabilitation services for adults with serious and persistent mental illness. The goal of this contract is to enhance the availability of mental health services and ensure compliance with Network Adequacy Standards.

The County aims to award at least one contract, potentially multiple contracts, to accommodate a maximum of 299 beds across various levels of care.

Work Details
The selected contractors will provide comprehensive 24-hour mental health rehabilitation services, which include:
- A total of 299 MHRC beds distributed by level of care:
- Level 1: 112 beds
- Level 2: 116 beds
- Level 3: 63 beds
- Level 4: 8 beds
- Services must meet the needs of adults with serious and persistent mental illness, including specialized support for underserved populations.
- Offerors may propose multiple facilities/locations and must demonstrate an understanding of the target population's needs.
- Additional services may include Peer Support Services, Care Coordination, Recovery Services, Clinical Consultation, and Medication-Assisted Treatment (MAT) Services.

Period of Performance
The contract is expected to commence on July 1, 2025, with an initial base period of one year followed by four optional one-year extensions. Services must be fully operational by January 1, 2026.

Place of Performance
The services will be provided at various Mental Health Rehabilitation Centers located throughout San Diego County.
