RFP Human Capital Management (HCM) Software System

Background
The County of Sonoma is seeking proposals for a Human Capital Management (HCM) Software System to enhance its operational effectiveness and streamline business processes across various departments. The goal is to replace the current software systems environment with a modern solution that supports core HR functions, including employee data management, payroll processing, timekeeping, and performance management.

This RFP aims to solicit software solutions that can address the County's needs while potentially leading to a subsequent RFP for professional services to assist in implementation.

The proposal should also address integration capabilities with existing systems such as NeoGov ePersonality and UKG Dimensions. Specific requirements include enhancing operational effectiveness through an online portal for timely information access, establishing validation capabilities for data accuracy, streamlining workflows for increased automation and efficiency, and modernizing payroll processes to reduce manual touchpoints.

Period of Performance
The contract period will commence upon award and is expected to extend over several months as the implementation progresses. Proposals are due by April 20, 2026.

Place of Performance
The services will be performed within Sonoma County; however, the software solutions may be hosted outside the county as long as they comply with specified requirements.

Bidder Requirements
Proposers must demonstrate their capability to meet the functional and technical requirements outlined in the RFP. Preference will be given to local service providers based in Sonoma County who hold valid business licenses. Proposals should include a statement of compliance with the County’s Living Wage Ordinance and any necessary insurance requirements.
